President of China Xi Jinping told leaders of Association of Southeast Asian Nations at a summit on Monday that Beijing has no intention to “bully” its neighbors in the region while concerns over the South China Sea grow.

Xi said China would not use its power and size as an argument in a talk to smaller countries and it is open to co-work with ASEAN to resolve issues.

“China was, is, and will always be a good neighbor, good friend, and good partner of ASEAN,” Chinese state media Xinhua quoted Xi.

The message came amid tensions over parts of the South China Sea while such countries as Malaysia, Taiwan and Brunei with other ASEAN members in the face of Vietnam and the Philippines lay claim to waters.

The Philippines on Thursday condemned the situation in the Sea waters when three Chinese vessels banned Philippine boats from moving on blocking the way as well as opening fire from water cannons when the Philippine resupply boats were on return to Philippine-occupied atoll.
