The fact that the US authorities refuse to sign a statement on the inadmissibility of nuclear war and the gradual lowering of the threshold for the use of weapons of mass destruction speaks volumes, said Russian Foreign Minister Sergei Lavrov. 


He has thereby commented on the proposal of the US President's Special Envoy for Arms Control Marshall Billingsley that Washington should not sign a statement on the inadmissibility of nuclear war.

It is not just a whim of Billingsley or any other American leader who considers it unacceptable for the United States to sign a declaration that no nuclear war is allowed. It reflects the doctrinal guidelines that are now being fixed in the US doctrines on the use of force and nuclear weapons. Reducing the level of warheads with the expectation that they can be used as a weapon on the battlefield, and the refusal to fix in the doctrine that nuclear weapons are used only in response to an attack on the United States, these doctrinal nuances speak volumes, TASS quotes Lavrov.
